I

I
I
I
i
I
I
I

Commissioner Isakson stated that he has not read the report yet, that he
agrees t~at statements should be supported with documentation, but the
landfill is a potential problem and we solve problems not by naming names
and pointing fingers but by coming up with some hard recommendations.

Commissioner Zimmerman stated that Commissioner Dunn has made a few good
points and that he agrees that such a report should be based on real facts
and not emotionalism.

Commissioner Deemer agreed with Commissioner Zimmerman, but also stated that
he has not read the report yet.

Chairman Peterson agreed with Commissioner Zimmerman.

Commissioner Schneider noted that Darryl Fults recommended at a Council
Meeting, during citizen input, that members of various City boards and
commissions attend the Council meetings. Commissioner Schneider then
commented that she thought it would be a good idea for the Commission
members to take turns attending Council meetings to act as a liaison between
Council and Planning and Zoning Commission.

Commissioner Zimmerman volunteered to attend the Council Meeting scheduled
for March 22, 1983.

Commissioner Deemer brought up the fact that there is still a problem in
proper distribution of public hearing notices. He further commented that
in the past it was the responsibility of the developer to insure that
all affected persons were notified properly and that the City should consider
going back to that procedure.

Mr. Berg replied that the procedure was changed because there were too many
discrepancies between the distribution list providedby the developer and
the distribution list provided by City.

Commissioner Deemer replied that if there were too many discrepancies because
of an error on the developer's part, the citizenry would have the recourse
to recall a public hearing.

Commissioner Schneider stated that citizens should not assume and ignore a
notice of public hearing, if they don't understand it they should call City
Hall and find out just how the public hearing affects them. Commissioner
Schneider stated that she will include an article in the next Ramsey Resident
to this effect.

Commission consensus is that some improvement regarding public hearing notice
distribution is needed and if City Staff or'Attorney has any input to these
comments to do so either by letter or attending, the next Planning and Zoning
meeting.

ADJOURNMENT

Motion by Commissioner Deemer and seconded by Commissioner Isakson to adjourn
the regular Planning and Zoning Meeting.

Motion carried. Voting Yes: Chairman Peterson, Commissioners Dunn, Zimmerman,
Deemer, Isakson, Schneider and LaDue. Voting No: None.

P & Z/March 1, 1983
