I i Case ~2: Request For Preliminary Plat Approval; Case Of Sorteberq's First Addition: Commissioner Deemer to Motion by Commissioner Schneider and seconded by ' recommend that Council approve the proposed preliminary plat of Sorteberg's First Addition, contingent upon the following: 1. That a variance be granted on soil borings as per Mr. Peter Raatikka's letter of February 24, 1983. 2. That Item #'s 3, 4, 6 and 7 of Mr. Peter Raatikka's letter of February 24, 1983, be complied with2 3. That verification of Item ~5 in Mr. Raatikka's letter of February 24, 1983, is adequate. Further, that a public hearing be conducted by City Council regarding feasibility of blacktopping 157th Avenue NW. ' Motion carried. Voting Yes: Chairman Peterson, Commissioners Dunn, Zimmerman, Deemer, Isakson, Schneider and LaDue. Voting No: None. 'CITIZEN INPUT None. COMMISSION INPUT C~mmissioner Dunn stated that he has read.the Landfill Impact Report and that he has some concerns regarding that report. T~e preamble to the purpose states that it is to show objectively as possible the current and future environmental impact. In reading through some parts of the report such as definitions, appendix, summary, etc., it is apparent that the report was not'extremely objective when it talks about landfill forced on the City in 1967 and County ~gnoring -- these are not objective terms. Commissioner Dunn further stated that the Report does not present an objective overview. He further stated that many items are stated in the report that are without supporting documentation, that he knows this is the case because he was employed at the County Health Board from 1974 to January of 1981. An objective report should include documen- tation to support statements. Mr. Dunn stated that he would like to see documentation proving that there were problems getting County to inspect landfill and that the inspections were poor. He further stated that he personally worked for the County and worked very diligently to get these problems corrected. Mention is made in the report of gas migrating into the houses -- there never was substantiation that gas had migrated into homes., that very extensive tests were conducted and no combustible gases were indicated. Mr. Dunn reqested, that as a result of these inadequacies, if these statements are %o remain in the report, that they be substantiated by documentation and if not, that they be removed from the report. If the City wants to get involved where they can do something to protect public health and welfare they should not issue permits to restaurants before they meet health standards, investigate illegal dumping on land adjacent to City parks, and conduct a study as to how sewer and water can affect the economics of the entire City. Mr. Dunn stated that this report should have been supporte~ with documentation and not on the whims of someone trying to make a point. Mr. Dunn then stated that these previous statements are his personal opinion, not that of the Planning Commission, and are for Council consideration. P & Z/March 1. 1983 Page 4 of 6
