JAMES E. STEPHAN <br /> Senior Scientist <br /> Project Coordination—Mr.Stephan coordinated the asbestos abatement <br /> activities related to the Metropolitan Airports Commission (MAC) "Part 150 <br /> Sound Insulation Program" over the 1997-2012 time period. Under this <br /> program, over 7,000 homes in the vicinity of the Minneapolis/St. Paul <br /> International Airport were renovated to reduce the effects of aircraft noise. <br /> Eligible homes received new windows and doors,wall and attic insulation, <br /> central air,venting or ductwork modifications, roof vents, and attic baffling. <br /> Role included evaluating contractor bid submittals for the MAC, scheduling and <br /> coordinating the abatement work, documenting the abatement activities and <br /> communication with the respective home owners.Approximately one-third of <br /> the homes in the Sound Insulation Program required asbestos abatement.The <br /> abatement had to be completed within stringent construction schedules. <br /> Multi-family—Mr.Stephan has managed and/or completed numerous Phase I <br /> environmental site assessments of multi-family residential properties. He is <br /> familiar with various scopes of work for multi-family projects including HUD, <br /> Fannie Mae and Freddie Mac, as well as scopes of work specified by various <br /> institutional lenders. He has managed architects and engineers responsible for <br /> completing property condition reports required by Fannie Mae and Freddie <br /> Mac. <br /> RTC/FDIC—Mr.Stephan has managed and/or completed over 125 Phase I <br /> Environmental Site Assessments for various RTC and FDIC offices.These <br /> included work with SAMDA contractors and banks in receivership.The projects <br /> were concentrated primarily in California,Arizona, and Washington; however, <br /> projects were also completed in Florida, Illinois, Kansas, Michigan, Minnesota, <br /> Missouri, and Ohio. <br /> *While employed by another firm. <br />
