Commissioner Sieber stated that he attended the special joint meeting <br />between Ramsey Council and Ramsey Commissions held on Monday, June 6, <br />1983 and gave a brief summary of the Charter Commission's initial <br />meeting and invited all Councilmembers and Commission members to <br />attend Charter meetings for the purpose of providing input. <br /> <br />Commissioner Sieber further commented that a meeting has been scheduled <br />for Monday, June 13, 1983 with City Staff for the purpose of obtaining <br />any input they might have regarding a charter. <br /> <br />Commissioner Buchanan stated that he would be addressing the Ramsey <br />Coalition on June 21, 1983 at 7:30 p.m. requesting that they attend <br />Charter meetings to provide any input they might have. <br /> <br />Discussion ensued regarding whether or not the Ramsey Lions should be <br />contacted. <br /> <br />Commissioner Gamec stated that the Lions policy is to avoid political <br />issues but that the Public Opinion Committee could try contacting <br />the President of the Ramsey Lions. Commissioner Gamec suggested that <br />the RYAA and Saddle Club could also be contacted. <br /> <br />2. Charter Advantage Committee - Commissioner Data <br /> <br />Commissioner Data stated that he has contacted Mounds View and the <br />Mayor is interested in addressing Ramsey's charter Commission. <br /> <br />3. Current Form Of Government - Commissioner Gamec <br /> <br />Commissioner Gamec stated that he has no input at this time and that <br />his report will be ready at the meeting calling for all committee <br />reports. <br /> <br />4. Charter Disadvantaqe Committee - Commissioner Titterud <br /> <br />I <br />I <br />I <br />I <br /> <br />Short discussion evolved regarding whether or not a charter would <br />breed special interest groups and neighborhoods developing their <br />own business centers rather than developing as a city. <br /> <br />Attorney Dorn noted that a charter is not a zoning tool, that it is <br />a framework within which the city operates. <br /> <br />5. Outside Opinion Committee - Commissioner Bauerkemper <br /> <br />No input at this time. <br /> <br />C. Rules Committee - Chairman Heitman, Commissioners Greenberq and Lichter <br /> <br />Commissioner Lichter stated that he had contacted City Attorney Goodrich <br />regarding retaining legal counsel for the Charter Commission and Attorney <br />Goodrich recommended Bill Dorn, who is currently the City Attorney for <br />Ham Lake and is a resident of Ramsey. <br /> <br />OLD BUSINESS <br /> <br />None. <br /> <br />CC/June 9, 1983 <br /> Page 2 of 8 <br /> <br /> <br />
