I <br />'1 <br /> I <br /> i <br /> I <br /> I <br /> i <br /> i <br /> I <br /> <br /> i <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> <br />Mr. Dorn stated that if the charter is in conflict with the comprehensive plan, <br />the resulting changes would have to be approved by the Metro Council and <br />hopefully a charter would not get involved with planned land use. <br /> <br />Commissioner Buchanan, referring to the fact that a charter cannot interfere <br />with on-going projects, stated that a majority of Council could foresee the <br />direction of the charter and push certain projects through prior to the <br />adoption of the charter. <br /> <br />Mr. Dorn stated that it was a possibility, that Council can do what they want <br />within the framework of a statutory city. <br /> <br />Commissioner Data inquired if charter wasn't more flexible than statutory, <br />that charters are easier to amend. <br /> <br />Mr. Dorn stated that he would prefer to address the charter concept at another <br />meeting, that it would take about two hours. <br /> <br />Mr. Dorn stated that the only difference between an statutory city and a charter <br />city is a charter, and any bills passed in legislature do not distinguish <br />between charter and statutory cities. <br /> <br />Motion by Commissioner Buchanan to retain Mr. Bill Dorn as the legal counsel <br />for Ramsey Charter Commission, and further that Mr. Dorn receive payment for <br />attending the Charter Commission meeting of June 9, 1983. <br /> <br />Commissioner Gamec seconded the motion for discussion. <br /> <br />Further Discussion: Commissioner Gamec stated that it should be included in <br />the motion that Mr. Dom enter into a contract with the Charter Commission <br />and that contract would specify rates and fees and that Mr. Dom present <br />this contract to the Charter Commission at their meeting on June 23, 1983. <br />Commissioner Buchanan stated that a motion should be passed tonight so that <br />Mr. Dorn will receive payment for this meeting. Mr. Dorn stated that he is <br />will to donate his services at tonights meeting. :~ ~ ~? <br /> <br />Commissioner Buchanan withdraws his motion. <br /> <br />Motion by Commissioner Buchanan to retain Mr. Bill Dorn as legal counsel for <br />Ramsey Charter Commission, that Mr. Dom present the Charter Commission with <br />a proposed contract containing a fee schedule at the meeting scheduled for <br />June 23, 1983 and that these expenditures not exceed $1500 as mandated by <br />State law. <br /> <br />Further Discussion: Mr. Dorn noted that the $1500 is to include the cost~ <br />of framing and printing the charter unless those services are donated by <br />the city. Mr. Dorn recommended including in the contract phrasing to the <br />effect that this engagement is subject to termination at the pleasure of <br />the Charter Commission. Mr. Dorn also noted that no motion is required at <br />this time, that he will present a contract at the next regular meeting and <br />the Commission can act at that time. <br /> <br />Motion by Commissioner Buchanan and seconded by Commissioner Sieber to recess. <br /> <br />Commissioner Gamec stated that if the Commission business for this meeting <br />is near completion, he would rather continue the meeting and call for <br />adjournment. <br /> <br />CC/June 9, 1983 <br />Page 6 of 8 <br /> <br /> <br />
