I I I I I Commissioner Buchanan withdraws his motion to recess and Commissioner Sieber withdraws his second. Mr. Dorn stated that he would present the Charter Commission with sample charters from other cities for review. Commission consensus is that the next Charter Commission meeting will be June 23, 1983. Commissioner Buchanan withdraws his motion to retain the services of Mr. Bill Dorn. Mr. Dorn stated that at the meeting on June 23, 1983 he would make the following presentation: a. How a charter can be amended b. What a charter is c. Comparison of a statutory and charter form of government d. Revisions to the charter I I I I I I I Mr, Dorn stated that this meeting will take some time and recommended limiting the agenda to his presentation. Chairman Heitman inquired if it was proper to limit the meetings, what if there were a large public showing? Mr. Dorn stated Commission meetings are for the members, they are open to the public for observation and the public has no .right to participate unless the Commission gives the public that right. Mr. Dorn stated that the public does not have the right to demand participation unless it is a public hearing. Mr. Dorn stated that an alternative solution would be an open forum prior to the meeting. Darryl Fults - Stated that all persons who signed the petition for a charter commission should be attending the meetings of the Commission and that a number of people who signed the petition were under the assumption they were signing a petition opposing sewer and water, not the advent of a Charter Commission. Mr. Dorn recommended that the Charter Commission familiarize themselves with the concept of a charter prior to encouraging public participation. Much discussion followed regarding length of time involved in obtaining Presentations from Bill Dorn, various Commission sub-committees and public input. At the initial meeting it was decided that all this input would be obtained prior to making a decision whether or not a charter was needed in Ramsey. I I I I Commissioner Buchanan stated that a decision to write a charter should be made prior to public input, that the public would most likely have more of an input to provide if they could review the porposed charter first. Mr. Dom stated that there is no time limit, that eventually the Commission has to decide whether or not to write a charter and if not the District Judge abolishes the Charter Commission.
