However, the size of the area <br />proposed rural commercial development is somewhat larger than shown on the <br />proposed 1990 zoning map. This area will require rezoning prior to <br />development. <br /> <br />In conjunction with the plan, the developers on the north half of the <br />project are proposing to give fee title of the golf course fairways to the <br />City. This donation would be with the understanding that the City in turn <br />convey the land for $1.00 to Wesley Bulen who would manage the golf course. <br />The developers are also requesting use (by lease agreement) of the City <br />Park in White Pines Estates for golf course development. The___se ~tems_ <br />should be reviewed by the City Attorney. <br /> <br />In review of the drainage to the development, an outlet to the Rum River <br />should be constructed. <br /> <br />In review of access to the commercial development and golf course, the <br />proposed access at State Trunk Highway No. 47 was not shown on the plan. <br />In addition, the right of way along S.T.H. No. 47 will have to be widened <br />to allow for future upgrading. <br /> <br />The access to the residential lots is proposed from S.T.H. No. 47 at 169th <br />Avenue N.W. This street would extend to Helium Street, eliminating a long <br />cul-de-sac. However, the development plan shows a cul-de-sac to the south <br />off 169th Avenue which exceeds the cul-de-sac length allowed by City Code. <br /> <br />In review of the Anoka County Soil Survey, the soils primarily consist of <br />Dalbo silt loam, Dickman sandy loam and N~a~ore loamy sand which are Class I <br />soils suitable for on-site wastewater disposal systems. <br /> <br />In review of the preliminary development plan requirements of the City <br />Code, the drawing did not show contours, topography, location of buildings, <br />plans for distribution of sanitary wastes and storm water and plans for <br />parking. <br /> <br />The sketch plan did not show any park dedication. Therefore, it will be <br />subject to cash payment in lieu of park dedication. <br /> <br />I have reviewed this development with the developer and he feels items 2, <br />and 11 raise certain legal questions that should be answered by the City <br />Attorney. <br /> <br /> <br />
