4) Regular City Council meeting minutes dated June 28, 1983. <br /> <br />5) Regular Charter Commission meeting minutes dated June 2, 1983. <br /> <br />6) Regular Charter Commission meeting minutes dated June 9, 198B. <br /> <br />7) Regular Charter Commission meeting minutes dated June 23, 198B. <br /> <br />COMMISSION BUSINESS <br /> <br />Case #1: Plannin~ And Zonin~ Commission Applicants: <br /> <br />Chairman Peterson noted that there has been one additional application <br />for the position on the Planning and Zoning Commission, Mr. John Mueller. <br />Chairman Peterson noted that if Mr. Mueller were appointed to the <br />Commission, there ~ould be a conflict during the months of July and <br />August every year, as Mr. Mueller is out-of-state kt this time. <br /> <br />Commission consensus 'is to table this case for action later %his evening. <br />(Refer to Page 7, Pa?agraph 10) <br />Case' #2' Methane Gas Pro~ebt - Anoka/Ramsey Landfill: <br /> <br />Persons presen~'~regarding this case were: <br /> <br />Natalie Haas - County Commissioner <br />Tim Yantos - Assistant County Administrator <br />Dick Klein - CAP Agency (Community Action Program) <br />Tom Gamec - Mayor, City of Ramsey <br /> <br />Mr. Yantos stated that this methane gas project is a Joint effort of CAP, <br />Waste Management, Ramsey, Anoka and Anoka County and the Minnesota <br />Department of Economic Security has approved a grant in the amount of $100,000 <br />for this proposed project with Waltek, Inc. <br /> <br />Mr. Yantos also noted that a Landfill Board will be formed which will <br />administer the project. <br /> <br />Commissioner Iaskson inquired if this proves workable, could it lead to <br />a larger generating facility and more businesses tapping into the pipeline? <br /> <br />Mr. Yantos replied that all efforts are aimed at Waltek in order to see if <br />the capabilities are there and there are no plans beyond Waltek at this time. <br />Mr. Yantos noted that Waltek will be consuming 10% of methane gas available <br />and the pipleline is being constructed to handle 100% of the methane~gas <br />available. <br /> <br />Commissioner Deemer inquired if it wouldn't be more economical to to locate <br />the generator at the landfill. <br /> <br />Mr. Yantos replied that for Waltek, the generator would have to operate 24 <br />hours a day and the Landfill does not, and there would be a problem <br />regarding who is responsible for seeing that the generator is operating <br />properly. <br /> <br />Commissioner Deemer noted that construction plans call for a 4" pipeline <br />and would it not be better to go with a 6" pipe as it would double the <br />capacity. <br /> <br />P&Z/July 5, 1983' <br /> Page 2 of 8 <br /> <br /> <br />
