I <br />! <br />I <br />! <br />I <br />I <br />I <br />I <br />I <br /> <br />I <br />I <br />i <br />i <br />I <br />I <br />I <br /> <br />Mr. Yantos replied that engineering statements are that with proper <br />compressors a ~" pipe is sufficient to handle 100% capacity. <br /> <br />Mr. Klein noted that the system is being designed relative to the adding <br />of other businesses to the pipeline. <br /> <br />Chairman Peterson inquired if the City of Ramsey's support of this <br />project could have any effect regarding Site P becoming a reality -- <br />is it a way to get Site P through the back door? <br /> <br />Commissioner Haas stated that was not so in her mind and that the County <br />Commissioners would be foolish to think of it in those terms. Ms. Haas <br />noted that there are B potential sites and impact studies must be performed <br />on those sites prior to site selection. Methane gas can be obtained from <br />any of the 3 potential sites (Ramsey, Bunker, Oak Grove). Commissioner <br />Haas noted that it is premature to discuss a second and third business <br />tapping into the p~peline because at this point it is a fragile project <br />and any one of the entities involved in this project could withdraw and <br />not allow it to happen. Commissioner Haas stated there are very few <br />positives in having ~'landfill located in the community, but Ramsey has <br />a sLtua$ion that has been created and to not make use of the methane that <br />is there would also be a ~aste. Ramsey has a need to attract business and <br />if this project.proves workable, it could be a positive for the City and <br />the County. <br /> <br />Commissioner Schneider inquired if the Landfill were to cease operation <br />immediately, how long could methane be extracted from garbage currently <br />there. <br /> <br />Mayor Gamec stated that resolutions have been adopted to say that this <br />project is not tied in with Site P, that it is with the existing site <br />only. <br /> <br />Commissioner Haas stated that if the current landfill were to cease <br />operation, we would be looking at 6-10 years of peak methane burning <br />and she also noted that there are landfills in the Country that are <br />being put to very good use. Commissioner Haas stated that there are <br />two potential sites for landfills in the County that are located close <br />to current landfills and people will view this differently compared <br />to opening a brand new site. There is a process that must be followed <br />and Ramsey will be involved in that process. <br /> <br />Commissioner Isakson stated that he has recently read articles stating <br />that adding moisture to the landfill will increase the methane production. <br /> <br />Commissioner Haas stated that there are no plans to add moisture for that <br />purpose and if the're were, she would have voted 'no' to the project. <br /> <br />Commissioner Z~mmerman stated that he thinks the project is a good one, <br />but he would rather see a 6" pipe installed as most of the cost involved <br />is with construction and not with size. <br /> <br />Commissioner Haas stated that two engineering firms have reviewed the <br />project and their recommendations are that a ~" pipe is sufficient. <br /> <br />Mayor Gamec stated that with a ~" pipe there is more pliability which <br />decreases the hazard of ruptures and engineering statements are that <br />even with maximum usage we would not need more than a 4" pipe. <br /> <br />P&Z/July 5, 1983 <br /> Page 3 of 8 <br /> <br /> <br />
