PLANNING AND ZONING COMMISSION <br /> PUBLIC HEARING <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />A public hearing by the Ramsey Planning and Zoning Commission was held on <br />Tuesday, August 2, 1983 at the Ramsey Municipal Center, 15153 Nowthen Blvd. <br />N.W., Ramsey, Minnesota, regarding recommended adoption of proposed Critical <br />Area and Wetlands Ordinance. <br /> <br />Members P~esent: <br /> <br />Also Present: <br /> <br />Mr. Kenneth Peterson, Chairman <br />Dr. Duane Kennen <br />Mr. Gerald Zimmerman <br />Mr. Benjamin Deemer <br />Mr. Robert Isakson <br />Ms. Kathy* Schneider <br />Mr. Charles LaDue <br /> <br />City Administrator Lloyd Schnelle <br />City Building Official Clayton Berg <br />City Engineer Peter Raatikka <br /> <br />chairman Peterson called the public hearing to order at 8:02 p.m. <br /> <br />City Engineer Raatikka stated that this ordinance is going to govern wetlands <br />and critical areas within Ramsey, which are determined by DNR. The Critical <br />Areas Act was passed in 1973 which allowed government to desSgnate areas along <br />the Mississippi as areas to be protected from development, clear cutting and <br />stripping of vegetation. This ordinance to be adopted will require a permit <br />from anyone wishing to develop any of this area. Regulations of this ordinance <br />would: <br /> <br />1. Prohibit filling, grading, excavation within wetlands. <br /> <br />2. Assure maximum number of trees be preserved. <br /> <br />3. Specify no development on lands having slopes over 12% unless adequate <br /> slope conditions existed. <br /> <br />4. Require developer to provide site plan of existing topography, existing <br /> drainage, existing soils and ground coverage which occupies the site. <br /> <br />5. Control sedimentation while developing. <br /> <br />6. Allow City Council to determine the permit fee and that permit to <br /> expire 30 days from issuance. <br /> <br />7.
