A hearing on this matter was held March 2l, 1983 at l:O0 p.m. and <br />7::-~. p.m. in the Ramsey City Hall. Sharon Decker, Project Manager; Kathy <br />Mo:~e, Community Representative; and A1 Kowalchyk, Special Assi:stant Attorney <br />G~ral, appeared on behalf of the Waste Management Board. The hearing examiner <br />w~s Howard Katbel. <br /> <br />Id=.~fication of Area <br /> <br />m <br />m <br />m <br />m <br />m <br /> <br />The proposed area is an approximately two squ~re mile area located north <br />of ~ighway lO and the Burlington Northern Railroad tracks, extending from' <br />Pu:~_ Street to Sunfish Avenue and the Ramsey city boundary. <br /> <br />Su:~-J.~ of Main Issues <br /> <br /> The_ ~rea is currently not served by city sewer and wate~ and plans to extend <br /> the_ sewer lines were changed recently. Numerous concerns for soil conditions <br /> an~ transportation access were expressed at the hearing. The Hearing Examtnerrs <br /> rep=ri for this area differed substantially from all other Hearing Examiner!s <br /> rep~rts on the other proposed areas in the Examiner's presentation and selection <br />-of 6ara concerning the area. <br /> <br />Existing Industrial Development" <br /> <br /> m The area in Ramsey is largely undeveloped. The area contains <br /> · industrial " <br /> the_ Gateway North Airport, a concrete manufacturer, Minnesota Sawdust and <br /> SP~vings, Ren6er and Sons. well contractors, punch and dye, and severaT other <br /> operations (Exhibit XX, ZZ). Directly to the north of the area is the Waste <br />m i~r~gement Incorporated ~noka Landfill. South of this 'landfill area is a '. <br /> ca~_~idate sanit.ary landf~ll .site submt'tted by Anok. a County to the Metropolitan <br /> Co~¢il '(Site P). The landf~ll area bas been conditionally certified, by PCA <br /> m as intrinsically suitable for a solid waste.landf_ill if a double .liner and <br /> leachate collection system is used.
