Following the hearing, the Ramsey City <br /> Council. passed a resolution stating that the City has received no petitions <br />m- for 'sanitary sewer service in the. area shown for 1983 service by the City's <br /> Co~rehensive Plan and that the 'City has .no current plans to serve* that <br /> area with municipal utilities. Based on that, the Council requested that <br />m the proposed area .be deleted. (Exhibit KKK ) It is not clear from this <br /> 'whether sewer will not be. extended into the area at all or, if sewer will <br /> eventually go in, when it.will go in. <br /> <br /> The-WItB criteria for sewer service provides that areas must b,ye cit~isewer <br /> service available or access to a receiving stream within 1 mile. (Exhibit <br />m .0, p. 12). Approximately 2/3 of the proposed area'ts within one mile of <br /> 'the Flississippi River which could be used as a receiving stream for treated <br /> effluent (see attached map). One resident of.Ramsey ~rote in. post-hearing <br /> <br /> co=rnents that such treatment and discharge could take place but t~at =the <br />m discharge should be crtttcally watched by proper regulatory agenc~es'~nd <br /> continuous monitoring of effluent should be required.~.'
