Voting Yes: Chairman Peterson, Commissioners Kennen, Zimmerman,
Deemer, LaDue and Schneider. Voting No: None. Absent: Commissioner Isakson.

NOTE CITY COUNCIL AND CHARTER COMMISSION MINUTES

The Planning and Zoning Commission noted the following:

1. Special City Council meeting minutes dated August 15, 1983.

2. City Council public hearing meeting minutes dated August 23, 1983 regarding
Revenue Sharing.

3. Regular City Council meeting minutes dated August 23, 1983.

4. Regular Charter Commission meeting minutes dated July 28, 1983.

5. Regular Charter Commission meeting minutes dated August 11, 1983.

6. Regular Charter Commission meeting minutes dated August 25, 1983.

Commissioner Deemer noted that the hazardous waste site was reduced almost to
the same size as was recommended by a member of P&Z at the public hearing.

CITY ADMINISTRATOR'S STAFF REPORT

Planning and Zoning Commission noted the City Administrator's Staff Report.

Commissioner Zimmerman commented, regarding the Dickenson case and the article
printed in the Anoka County Union, that it was incorrect to say Ramsey lost
the Dickenson expansion because Ramsey never had it.

Chairman Peterson noted that d-l-b of the agenda includes Mr. Schnelle's
summary of why Dickenson chose to locate in Princeton rather than Ramsey.

Commissioner Zimmerman pointed out that no final plans were submitted by
Dickenson and Ramsey cannot approve something it cannot see. Commissioner
Zimmerman feels that the facts should be presented to the Anoka County Union
and those facts should be printed.

Mr. Schnelle 'stated a request to the Anoka County Union to publish Ramsey's
version of the matter would have to be a directive of City Council.

COMMISSION BUSINESS

Case #1: Recommendation. Regarding Environmental Protection Ordinance:

Commissioner Zimmerman suggested that the requirements of the Environmental
Protection Ordinance dealing with critical rivers and wetlands are getting
into too much detail.

Mr. Schnelle replied that the details requested are a directive of Metro Council.

P & Z/September 6, 1983
