Mr. James Martin - Agreed that the ordinance is overly detailed and pointed <br />out that the original ordinance had a provision to prevent clear cutting. <br /> <br />Mr. Schnelle stated that the original ordinances was never approved by Metro <br />Council because it ~a~tQoi.~general. <br /> <br />Commissioner Schneider noted that the proposed ordinance provides for variances. <br /> <br />Mr. James Martin stated that he has a couple of thousand young trees on his <br />property that fall under the heading of 'trees'. <br /> <br />Mr. Schnelle replied that in no way would the City have the time or personnel <br />to enforce the ordinance fully and that the City would not bother Mr. Martin <br />if he wished to do some clearing of trees. <br /> <br />Commissioner Schneider agreed that logical steps involved with developing <br />Mr. Martin's land will supercede some of the ordinance restrictions; that <br />trees should be cleared from around residences to serve as a fire buffer. <br /> <br />Commissioner Deemer commented that 'vegetation management' is a tough subject <br />but the whole idea of iris to prevent what happened about a year ago on some <br />river property situated behind Superbowl by a prominent builder. Commissioner <br />Deemer inquired if there was a variance procedure included in the ordinance? <br /> <br />Mr. Raatikka and Mr. Schnelle replied that this ordinance is an amendment to <br />170.01 and the variance procedure is included in 170.01. <br /> <br />Commissioner Schneider stated that she regrets that Ramsey is dictated to and <br />that this ordinance is basically not Ramsey's. <br /> <br />Motion by Commissioner Schneider and seconded by Commissioner Deemer to recommend <br />approval of Ordinance 983- which is an environmental protection ordinance <br />dealing with critical rivers and wetlands and further, per P&Z regular meeting <br />minutes dated August 2, 1983, Mr. James Martin be allowed two lots on his land <br />lock parcel at the time of platting. <br /> <br />Motion carried. Voting Yes: Chairman Peterson, Commissioners Kennen, Zimmerman, <br />Deemer, LaDue and Schneider. Voting No: None.
