Mr. Raatikka
stated that Norm Holm would like to deed it over to the City but it must be
upgraded to City standards prior to deeding it over and they are having problems
obtaining easements from the land owners. They are proposing to extend
Magnesium to 142nd and over to Krypton Street.

Commissioner Zimmerman inquired as to what the benefit would be to the City?

Mr. Raatikka replied that it would eliminate a dead end.

The consensus of the Planning and Zoning Commission is that the street alignment
proposed by Mr. Hoffman seemed reasonable and that the City should not accept
it until it has met City standards.

The rough sketch submitted by Mr..Bob Hoffman is included in these minutes as
Attachment I.

Mr. Raatikka then presented copies of the proposed revisions to the Sewer Service
Area Lines (MUSA).

Chairman Peterson inquired if a public hearing would be conducted in Ramsey
regarding the revisions.

Mr. Schnelle and Mr. Raatikka replied that Metro Council will conduct a public
hearing regarding the revisions.

Motion by Chairman Peterson and seconded by Commissioner Deemer to approve the
proposed revisions in the MUSA Line with the following addition:

1. Change approximately 80 acres of Shady Lawn Estates to 80 acres south
of 167th between Quartz and Jasper.

Further, that City Staff make an effort to inform the citizens of Ramsey of
these proposed revisions to the MUSA Line.

Motion carried. Commissioner Deemer
stated that he and Commissioner Isakson have several alternatives in mind and
they are considering the whole system and not restricting to 10 acre density.

Chairman Peterson noted that in the Park and Recreation minutes of August 18,
1983, it states that Commissioners Hetland and Rustad were appointed to work
with Commissioners Deemer and Isakson on this issue.

P & Z/September 6, 1983
