Motion by Commissioner Schneider and seconded by Commissioner Deemer to table <br />this case until the special meeting of Planning and Zoning scheduled for <br />September 20, 1983 or the regular meeting of Planning and Zoning scheduled for <br />October 4, 1983. <br /> <br />Motion carried. Voting Yes: Chairman Peterson, Con~nissioners Kennen, Deemer, <br />Zimmerman, LaDue and Schneider. Voting No: None. Absent: commissioner <br />Isakson. <br /> <br />Case #4: Metes And Bounds Subdivision; Outlot B Of countryside Estates: <br /> <br />Motion by Commissioner Schneider and seconded by Commissioner LaDue to grant a <br />variances for a metes and bounds subdivision of Outlot B in Countryside Estates. <br />Further, that the north 320 feet of Outlot B shall be declared a buildable lot, <br />by resolution, and that the City shall participate in an equitable share of the <br />delinquent taxes. <br /> <br />Motion carried. Voting Yes: Commissioners Schneider, LaDue, Kennen, Deemer <br />and Zimmerman. Voting No: Chairman Peterson (Stated that he feels the City <br />should require platting). Absent: Commissioner Isakson. <br /> <br />Case #5: Capital Improvement Budgeting: <br /> <br />Mr. Schnelle presented copies of the capital improvement budgets for sanitary <br />sewer, water and strom drainage. <br /> <br />Case #7: Metro. Council 19~4 Work ~o~ra~. Budget: <br /> <br />The Planning and Zoning Commission noted the Metro Council 1984 Work Program <br />Budget. <br /> <br />Mr. Schnelle stated that Metro Council should recognize the need to adopt a <br />variance procedure and set up requirements for grant funds for parks whereby <br />cities like Ramsey w~uld qualify. Currently, grant funds are restricted to <br />parks located in an urban area and Ramsey's Central Park (which will serve <br />10,000 people) does not qualify for funding because it is located in a rural <br />are a. <br /> <br />Motion by Commissioner Zimmerman to send a letter to Metro Council Chairman <br />Gerald Isaacs requesting that the policy regarding grant funds for parks <br />be amended making Ramsey eligible for these grants. <br /> <br />Commissioner Deemer seconded the motion. <br /> <br />Further Discussion: Mr. Schnelle stated that Ramsey should also request that <br />the Metro Council set up funds to assist cities in the administration of <br />mandated programs. <br /> <br />Commissioner Zimmerman amended his motion to include Mr. Schnelle's recommendation. <br /> <br />Commissioner Deemer seconded the amendment to the motion. <br /> <br />Further Discussion: commissioner Deemer stated that Metro Council should also <br />be requested to work with FHA to relax their requirements for sanitary sewer <br />in cities that have a Comprehensive Plan. <br /> <br />P & Z/September 6, 1983 <br /> Page 6 of 7 <br /> <br /> <br />
