kc) "Welfare system" includes the department of t>ublic welfare, county <br />fare boards, hum:m services boards, community mental health boards, state hos- <br />pitals, state nursin[l homes, and persons, agencies, institutions, or~eanizations and <br />other emities under contract to any of the above agencies to the extent spec. ified <br />in the contract. <br /> <br /> Subd. 2. General. Unless the data is summary data or a statute spe_- <br />.c_ifi___call7 provides a different classification, data on individuals collected, main- <br /> <br />rained, used or disseminated by the welfare system is private data on individuals, <br />and shall not be disclosed except: <br /> <br /> .(a) Pursuant to section 15.163; <br /> (b) Pursuant to a valid court order; <br /> (c) Pursuant to a statute specifical!y authorizing access to the private data; <br /> (d) To an agent of the welfare system, including appropriate law enforcement <br />personnel, who are acting in the investigation, prosecution, criminal or civ_il .pro- <br />ceedinF re!ating to the administration of a program; <br /> ~). Investigative data. Data collected, xnaintained, used or dis- <br />seminated by the welfare system in an investigation, authorized by statute and <br />relating_ to the enforcement of rules 'or law, is confidential pursuant to section <br />15.162, subdivision 2a, and shall not be disclosed except: <br /> <br />judicial, <br /> <br />Pursuant to section 15.163; . <br /> <br />Pursuant to statute or valid court order; <br /> <br />To a party named in a civil or criminal Croceedin~ ~dministrative or <br />for pxeparation of defense. <br /> <br /> After i:~remntation in court, ti~e data shall be public data on individuals to the <br />extent reflected in court records. <br /> <br /> Subd. 4. Licensing data.
