Except as provided in subdivision 4, educational data is private <br /> <br />data on individuals and shall not be disclosed except as follows: <br /> <br />(a) Pursuant to section 15.16J; <br />(b) Pursuant to a valid court order; <br /> <br />(c) Pursuant ~.o a statute specifically authorizing access to the private data; <br /> <br />(d) To disclose information in health and safety emergencies pursuant to <br /> <br />provisions of 20 U.S.C., Section 1232g(b~l)(1) and 45 C.F.R., Section 99.36 <br />which are in effect on the effective date of this section; or <br /> <br /> <br />
