Administrator Schnelle noted that Congressman Oberstar indicated that the City <br />should apply for funding as there are a lot of grant programs that will be <br />available. He noted that Congressman Oberstar said that a lot of the grant <br />applications that have been submitted in the past by various cities have been <br />shoddily done and he recommended that Ramsey have a consultant of Bernie <br />Steffens caliber prepare the City's grant as he did a very good job in the <br />past on the EDA grant application ar the City Hall. Congressman Oberstar <br />indicated that EDA funding will be available again. <br /> <br />Councilman Cox feels the City should try for two or three grants for <br />various projects. <br /> <br />Administrator Schnelle noted that land acquisition will be included under this <br />new Bill. <br /> <br />Councilman Cox reported that the grant will also include the cost of writing <br />the grant, that the City would recover up~front costs for the grant. <br /> <br />Discussion was held regarding the location of the facility in Anoka County. <br /> <br />Councilman Cox feels that Ramsey should take the initiative and go ahead and <br />get the land and look at a facility that Would be energy efficient, underground, <br />and that the City do everything possible to encourage getting the facility <br />located in Ramsey. 'He feels it will enhance the Commercial business, provide <br />recreation for citizens in Ramsey and surrounding areas and in general would <br />be an asset for the City. <br /> <br />Motion by Councilman Cox and seconded by Councilman Reimann to forward to <br />Anoka County Commissioner Ed Fields a resolution to support the grant <br />submission to Washington DC for a grant for a multi-purpose arena and ask <br />for the County's response on how they feel about locating the arena in Ramsey. <br />Resolution No, 80~01 adopted. See Resolution File. <br /> <br />Motion carried. Voting yes: Mayor Gamec, Councilmen Cox, Reimann, Mickelson <br />and Sorteberg. Voting no; None. <br /> <br />COUNCIL ORGANIZATIONAL MEETING <br /> <br />Appoint Acting Mayor <br /> <br />Motion by Councilman Cox and seconded hy Councilman Sorteberg to appoint <br />Councilman Reimann Acting Mayor for the year 1980.' <br /> <br />Motion carried~ Voting yes.: Mayor Gamec, Councilmen Cox, Mickelson, Reimann <br />and Sorteberg.
