The County planOg process for solid was~istricts must recognize the need for compatibility of lo~1 land use plans. Local municipalities and town boards should be given review and comment authority on solid waste districting plans submitted by the counties. Backup authority for implementation of resource recovery systems should be provided only to the extent that an individual county is not willing or able to implement said plan. Such authority should be granted only after the county in question has, by resolution, authorized such action and first should be granted to a neighboring county prior to the Waste Control Commission. The Metropolitan Inter-County Council should be utilized as the appropriate forum for the development and coordination of criteria and boundaries for the establishment of waste districts. Such criteria, once developed, should be submitted to the Metropolitan Council via the County plans for review and comment and final incorporation into the Metropolitan Solid Waste Development Guide. The solid waste resource recovery districting approach developed by counties must be considered as a total and integrated system composed of the following elements: 1) solid waste generation, 2) solid waste collection, 3) solid waste processing and 4) solid waste disposal.
