i OARli F COUNTY COMMISJ)ONERS <br /> Anoka County, MJnneso-fa <br /> <br />DATE _ 1/8__/80 RESOLUTION NO. 80-5 <br />OFFERED BY COMMISSIONER Kordiak <br /> <br />COUNTY BOARD POSITION ON SOLID WASTE/RESOURCE RECOVERY <br />DISTRICTING IN THE METROPOLITAN AREA <br /> <br /> WHEREAS, Minnesota Statutes Section 473.149 and 473.801-823 provide <br />counties with the responsibility for planning, regulation and disposal <br />of solid and hazardous waste in the metropolitan area; and, <br /> <br /> WHEREAS, Anoka County is currently involved in the planning effort <br />to determine the most suitable method of regulating and disposing <br />of said waste to further the legislative purpose specified in <br />Minnesota Statutes Section 473.802; and, <br /> <br /> WHEREAS, it has been the longstanding position of the County <br />Board of Commissioners that the responsibility for solid waste regulation <br />and disposal as prescribed by the aforereferenced State law is appro- <br />priately a responsibility of the counties of the State of Minnesota; and, <br /> <br /> WHEREAS, the Anoka County Board of Commissioners, in numerous <br />policy statements and resolutions over the past years, have gone on <br />record in support of the development of resource recovery systems which <br />transcend county jursidictional boundaries. However, as a result of the <br />unique characteristics of the solid waste problem, the County Board of <br />Commissioners should maintain direct control over said systems; and, <br /> <br /> WHEREAS, the County Board of Commissioners has reviewed, in detail, <br />various legislative proposals introduced during the 1979 Legislative <br />Session which would provide for the districting for solid waste/resource <br />recovery systems;and, <br /> <br /> WHEREAS, it is the consensus of the Anoka County Board of <br />Commissioners that a districting approach to solid waste management <br />for the resource recovery systems in this metropolitan area is essential <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Anoka County Board of <br />Commissioners that they do'hereby respectfully request the Anoka County <br />Legislatiye Delegation to support to successful passage a bill for an <br />act relating to metropolitan government regulating solid waste <br />and prescribing solid waste/resource recovery districts with the <br />following provisions: <br /> <br />The definition of waste recovery districts, the criteria used <br />for the development of the districts and the plahning process <br />for the actual district boundaries should be the responsibility <br />of the metropolitan counties. <br /> <br />The role of the Metropolitan Council should be limited to that Of <br />a planning and coordinating body in the area of solid waste <br />management and should be involved in the districting appproach <br />only to the extent necessary to establish districts consistent <br />with carefully drawn guidelines submitted by the metropolitan <br />counties. <br /> <br /> <br />
