PAUL~ MINNESOTA * '55155 <br /> <br />January 14, 1980 <br /> <br />Ms. Arlene Peddycourt <br />City of Ramsey <br />15153 Nowthen Boulevard N.W. <br />Anoka, MN 55303 <br /> <br />RE: Alpaca Estates Environmental Assessment Worksheet <br /> <br />Dear Ms. Peddycourt: <br /> <br />The Department of Natural Resources staff has reviewed-the above <br />referenced document and offers the following comments and recommendations <br />for your consideration. <br /> <br />The Alpaca Estates project does not appear to have significant environ- <br />mental impacts on fish and wildlife resources. However, the proposed <br />project is located within a designated Critical Area and Wild, Scenic <br />and Recreational River corridor and encroachment or impacts on the <br />adjacent riparian lands must be kept to an absolute minimum. Any <br />development adjacent to the river could ruin the natural aesthetic <br />values of the area. Our Department's regulations for management of <br />wild, scenic and recreational rivers require that, in. this case, the <br />road be located at least 200 feet back from the ordinary high water,mark <br />(NR 79 j (2) (bb) road standards). Also the bike-foot path cannot be <br />located within 150 feet of. the ordinary high water mark if any clear- <br />cutting is to be done in constructing it. These regulations generally <br />recommend avoiding any new public roads within 200 feet of the ordinary <br />high water mark. Cleared lots should not extend closer than 100 feet <br />to the river. Within this land use district grading and filling should <br />be limited to building sites, accessory uses and roads. <br /> <br />Other characteristics of this site must be considered in the final design <br />of the project. There may be slight to moderate limitations for use <br />of standard septic systems due to high permeability of soils'in this <br />area. In these areas alternative methods (e.g. liners, mounds, pressure <br />distribution and drop box distribution) should be employed. Each site <br />should be tested for percolation rates. A portion of this site is in <br />the 500 year floodplain. Measures should be taken to protect buildings <br />from flooding. Revegetation of the soil will be difficult because of <br />the high sand content.
