- 5 - <br /> <br />Utility element <br /> <br />The plan does not contain a. discussion of the scheduled <br />expansion of sewers to serve the area within the urban <br />service area. Before any local decisions c@n be made <br />the MWCC 201 Northwest Area Study will have to be <br />completed. Also the plan policies regarding the loca- <br />tion and management of on-site waste disposal systems <br />are deficient. The requirements of WPC-40 are <br />established as minimum standards, but the requirements <br />of the Metropolitan Development Guide on Water Quality <br />Mangement for maintenance and management of on-site <br />systems are not addressed. Policies on soil suita- <br />bility are limited to the prohibition of systems on <br />steep slopes (18 percent or greater) and do not address <br />other soil constraints along the corridor. <br /> <br />Open space and recreation <br /> <br />The Ramsey plan identifies local, county and state <br />(wayside rest area) public open spaces and generally' <br />outlines a dedication procedure for acquiring sites for <br />public access and public open space. The islands are <br />recommended for public open space uses. These natural <br />features are also protected under the MnDNR Wild and <br />Scenic River management program and are being acquired <br />by that agency or are already owned by Anoka County. <br />Mississippi West Park is identified as a regional <br />park, but it is not currently part of the regional park <br />system. It is a designated Cb'unty park. This desig- <br />nation should be clarified in-the plan. <br /> <br />Critical Area planning standards and metropolitan plans <br />and policies require e~ch community to plan the local <br />links of a regional trail system and coordinate this <br />with adjacent communities. Much of the river bank in <br />Ramsey is undeveloped and offers uninterrupted views of <br />the river, islands, and other natural features. This <br />situation provides the opportunity to plan and develop <br />a separate trail adjoining the river to provide direc.t <br />p~blic enjoyment of the unique river environment. The <br />trail plan. could be achieved through the use of exist- <br />ing parkla~ds and the public dedication of the neces- <br />sary riverfront lands. Such a program would be <br />consistent with the city's plan which recommends the <br />acquisition or dedication of areas of steep slopes, <br />floodplain, high groundwater--many of which adjoin the <br />river--and the dedication of scenic easements. Criti- <br />cal, Area sta~dards require that local regulations <br />provide for the dedication of riverfront lands along <br />the river· The Ramsey plan c~lls for integrating the <br />regional trail with local streets by creating a 4-foot <br />line on existing roadways and requiring that new 'roads <br />be 4 feet wider than normal to accomodate the trail. <br />Under this alignment, direct and continuous enjoyment <br />of the river by the trail user would be interrupted by <br /> <br /> <br />
