These are also required under the Wild and Scenic <br />River designation. <br /> <br />The regulations do riot address the prohibition of billboards <br />within view of the river but all billboards are prohibited <br />within the city. <br /> <br />No regolations governing the location, management and maintenance <br />of on-site waste disposal systems were provided for review. <br /> <br />The land uses and lot sizes permitted under' the city"s zoning <br />ordinance are inconsistent with Critical Area rural open space <br />district requirements, the Wild and Scenic River designation, and <br />metropolitan policies for the rural service area. Under the <br />ordinance 2.5 acre lots would be permitted in unsewered areas for <br />residential, bosiness and industrial uses. Extensive areas of <br />new business and industrial development would be permitted also. <br /> <br />The city's present regulations require the dedication of parks <br />and open space as part of new plats. This provision should be <br />amended to refer to riverfront lands· <br /> <br />Some of the proposed regulations may conflict with Wild and <br />Scenic River management standards. These should be. reviewed <br />before the plan is submitted to the Environmental Quality Board. <br /> <br />Capital Improvement Program <br /> <br />The city has no capital improvement's scheduled for the Cr. itical <br />Area through 1983. <br /> <br />Public Participation <br /> <br />The city has indicated, in a cover letter, that well publicized <br />information meetings, were held in February and May of 1979; and <br />a public hearing was conducted on April 17, 1979. <br /> <br />RECOMMENDATIONS <br /> <br />The Metropolitan Council recommends to the Minnesota <br />environmental quality Board that the Critical Area Plan and <br />Regulations of the City of Ramsey be amended as follows: <br /> <br /> Provide management policies for the protection of steep <br /> slopes distinguishi~g between those of 12 to 18 percent <br /> gradie~t and 18 percent and greater. Clarify the meaning of <br /> the term's "facilities" as it relates to the development of <br /> steep slopes. Relate the proposed slope management policies <br /> to the prevention of riverbank erosion or provide separate <br />· -policies. <br /> <br />A specific policy addressing the level of erosion to be <br />allowed during and after construction and the rate of <br />increased runoff to be maintained should be added. <br /> <br /> <br />
