- 8 - <br /> <br />Policies pertaining to the retention and removal of <br />vegetation should be specified and the clear cutting of <br />vegetation within the structure setback should be <br />Rrohibite.d. to minimize erosion potential and visual impacts. <br /> <br />Provide a city policy on the use of the river by seaplanes. <br />Amend the land use element to include: <br /> <br />a clear indication of the rural and urban service areas <br />indicating appropriate land uses and densities for each <br />and, the timing and staging of urban development and <br />services in the latter consistent with metropolitan <br />policies, Critical Area requirements and Wild and <br />Scenic River management standards, <br /> <br />(2) <br /> <br />recommendations for appropriate boundary changes in the <br />rural open space district consistent with (1), above, <br /> <br />(3) <br /> <br />policies f~r the development, management and mainten- <br />an'ce of on-site sanitary systems including soil <br />suitability considerations, consistent with metro- <br />politan policies, and <br /> <br />(4) clarification of the vis'ual impact of pro.posed height <br /> limitations for commercial uses. <br /> <br />Examine the feasibility, obstacles to and the community <br />benefits of a river trail alignment adjoining the river in <br />existing public open space and-undeveloped areas consistent <br />with Critical Area objectives and standards. <br /> <br />~dentify the Mississippi West Park as a local park and not a <br />regional facility· .~ <br /> <br />Amend the regulations to include: <br /> <br />(1) <br /> <br />minimum lot sizes, per.mitted land uses, and appropriate <br />standards for on-site disposal systems consistent with <br />Critical Area requirements, metropolitan policies and <br />Wild and Scenic river management standards, <br /> <br />(2) <br /> <br />specific standards on the rate of runoff to be <br />maintained and erosion control during construction,' <br /> <br />(3) <br /> <br />modify vegetation management standards consistent with <br />the recommended policy changes in (c) above,. <br /> <br />sta~dards for the management of utility corridor <br />crossings giving priority to underground placement <br />requiring the concentration of overhead crossings along <br />existing crossings and minimizing land use and <br />environmental impacts, and <br /> <br />(5) <br /> <br />a reference to riverfront lands in the city's park <br />dedication'requirement. <br /> <br />LD6OOA <br /> <br /> <br />
