Paul, ~innesota 55101

Re: Metropolitan Council Referral File No. 7569-1

Dear Hr. Weaver'

The Metropolitan Waste Control Commission has reviewed the Anoka
Critical Area Plan. The following comments and recommendations
are offered'

The Ci~amplin, A::oka, Ramsey (CAR) communities have recommended that
"on-site absorption systems where permitted, must meet the minimum
standards as specified in WPC-4F)". In addition, the report indicates
that shoreland property within the CAR communities follow the develop-
ment standards which have been provided by the Department of'Natural
Resources.

The Commission would recommend that the CAR communities adopt, via
local ordinances, WPC-40. It is al'so recommended that a system
providing for the inspection and reporting of on-site systems be
adopted.

The critical area study indicates the Champlin, Anoka Brooklyn Park
(CAB) interceptor is scheduled for completion in 1981. The Northwest
Area Report under 201 indicates the most cost effective means of
providing sanitary sewer service to this area appears, to be expansion
o.f the Anoka Wastewater Treatment Plant. However, the cost advantages
to this alternative are not overwhelming and a final decision has.not
yet been reached. Whichever alternative is implemented, it is likely
the Champlin area will receive sanitary sewer service.

The Commission welcomes the opportunity to comment on the Critical
Area Studies.

Very truly yours~-., "

RJD:TFK:nc
