Ramsey's population apportionment for <br />1980 was $45,288 based on a population of 6,517. However,.if the actual <br />population which exceeds 10,000 had been used, Ramsey's population appor- <br />tionment for 1980 would have exceeded $70,000.' <br /> <br />Municipalities which desire to complete MSAS projects in excess of their <br />present State-Aid allocations, should be able to advance encumber future <br />State-Aid allotments for a period up to three years. <br /> <br />Rules for designating MSA streets should be changed so they do not have <br />to begin and terminate on a state or state aid highway. Streets which <br />connect major traffic points of interest or collector streets should be <br />allowed on the MSA street sy.stem. <br /> <br />4. All engineering costs should be reimbursable~by'MSA funds provided adequate <br /> documentation is furnished with the request for funds. <br /> <br />Design standards should be changed to allow for narrower shoulder widths, <br />steeper inslopes, narrower recovery areas. Also provision should be made <br />to allow for changing from a rural design to a urban design on the same <br />project. <br /> <br />6.
