In response to your paragraph l(f), the following is submitted: <br />The City feels there are obstacles to river trail alignment adjoining <br />the river on private undeveloped land in that the private land is <br />susceptible to vandalism and it would violate the rights of privacy <br />of future homesteads that may be developed.
