outside lighting, curbing, wood mulch and marking of fire lane to insure access to the building for fire fighting equipment; the parking area to be striped and the number of spaces are to be provided as shown on the approved site plan. Fire lanes to be marked and approved in accordance with the City of Anoka Fire Department regulations. Applicant acknowledges that failure to complete the landscaping improvements defined above by July 31, 1980, shall result in forfeiture of the financial guarantees provided to the City of Ramsey in Item 3. Applicant shall notify the City of Ramsey at least 72 hours in advance of the date Applicant is ready for final inspection of his site, and of his request for release of the financial guarantees provided to the City of Ramsey in Item 3. As applicant complies by completing the sit~ conditions defined under Item 3, the City of Ramsey may release all~ or any portion, of the financial guarantee upon written request to the City of Ramsey, however in no event shall the City of Ramsey release any amount which would reduce the remaining guarantee below 150% of the cost to complete all remaining site conditions. 7. Construction of the building shall be as-shown on the building design plan submitted as Exhibit "A" and as approved by th~ City Building Official. If applicant does not commence construction of his project, including physical facilities, within six~(.6) months following approval of this agreement, the City Council approval shall be considered null and void for the entire project unless an extension is granted by the City Council.
