Steffen <br /> <br /> ' SUBJECT: PUBLIC WORKS AUTHORIZATION & kPPROPRIATION BILL STATUS <br /> <br /> The.Purpose of this Memorandum is to create a record of a telephone <br /> conversation which I have had this week with Kevin Walli of <br /> · " C'on~ressman Oberstar's office, in regard to the above referenced <br /> . matter, in order to ~ak~ some judgment about how to proceed with <br />. :....the proposed Ramsey Recreation~Building Project. <br /> <br /> - ' Mr. Walli indicated that 'the Public Works Authorization Bill was <br />-~:-!:~. ....... .'-in'conference committee prior to the~end of the year but the issues- <br /> · relating to it were not resolved and there have been no meetings <br />· ~' in January of the conference committee, itself. .-The conferees <br /> · :;':·,~.'~'i- have been involved in House debate on another public works type <br /> . bill during-the month of January and. have not held meetings because <br />:. .. of that. Staff has been meeting to'attempt to work out difficulties <br /> between the House and Senate versions; the conference chairmen are <br />~ Representative Roe and'Senator Muskie. <br />I A major poin~ of controversy between the two houses is a House <br /> provision which would provide'a one billion dollar standby public <br /> works authorization which'would be triggered if and when unempl.oy-' <br /> ment, nation wide, reaches 6.5%.
