Walli was not sure ~°f~the'status 0f appropriations, which would fund such a program if it' was authorized. He is checking this and will get back to me on it in the next couple of days. Mr. Walli was also not sure of the funding formula that would be used and is not sure that he can provide this .info~mation pending some further action in the conference committee,.because it may be one of the mechanisms by which a compromise is worked out on the program itself. In other words, the Senate may support the idea if they have certain kinds of funding formulas built in. There is no further background available on this matter at this time.' ~Based on the above, it is my opinion that we should not take aCtion on a grant application, per se, until conferees resolve the "Yes/No" question on auth?_~q~ation; if this is unfavorable, then this source of funds simply w~ not be available. If authorization is approved, .we then need to make some judgment about th'e likelihood of ap~pro-~ pr~ations and the timing of appropriations. ~ RECOMMENDATIONS ON HOW TO pROCEED Notwithstanding the uncertainties for funding mentioned above, it certainly is in the best interest of the City of Ramsey and Anoka County to proceed with capital plans for the use of the land which has been acquired by the City of Ramsey.in order to have the local work done which is necessary for grant application, if this fund- ing source is available; having such work in place also would create a basis for application to other sources or, otherwise,' simply for the long term capital planning for the City of Ramsey using local funds if necessary.
