CITY OF RAMSEY <br />Community Center Proposal <br /> <br />-3- <br /> <br /> 1) Access to the Rum River and planning for its use to <br /> include nature trails, canoe landing and launching <br /> for nature study on the river in the summer; a study <br /> of the feasibility of utilizing summer nature trails <br /> for winter snowshoe and cross-country skiing activity <br /> and potential utilization of the river surface for <br /> long distance skating and outdoor river hockey rinks, <br /> which could be facilitated by utilization of equipment <br /> provided in the indoor rink. <br /> <br /> 2) The site would'also contain sufficient acreage, it is <br /> contemplated, for picnic and o~her unorganized <br /> recreational uses.. ' <br /> <br />FUNDAmeNTAL CONCEPTS AND OBJECTIVES <br /> A. That the planning for cultural and recreational <br /> facilities should maximize the use of the <br /> Rum River natural asset to provide maximum citizen <br /> usage in a manner consistent with the preservation <br /> of the river. It is contemplated that the planning <br /> for and design of the facility and site design <br /> should be valuable as a Demonstration Project to <br /> test methods which meet with environmental preserva- <br /> tion criteria and maximize the long term utilization <br /> of the asset. <br /> <br />That an integrated recreational and cultural facility <br />should be developed for the anticipated fully <br />developed population of the City of Ramsey (20,000) <br />and its neighboring communities of Anoka (15,000) <br />and Andover (20,000). It should accommodate a <br />broad range of family based recreational needs for <br />all ages and should accommodate and be accessible to <br />citizens of adjacent communities and %he major school <br />complex. · ~ <br /> <br />That the development of the facility should be proposed <br />as a demonstration of the uses of current and <br />developing energy technology in a setting which- <br />combines the opposing~needs of cooling for hockey <br />rink purposes and heating for swimming pool purposes <br />in appropriate recycling forms to accomplish <br />maximum energy conservation and efficiency. . <br /> <br /> <br />
