CITY OF RAMSEY <br />Community Center Proposa! <br /> <br />-2- <br /> <br />Mississippi River area of the city and Wild and Scenic Planning <br />relative to the Rum River, which forms the east boundary of the <br />community for a distance of approximately six miles. <br /> <br />The. City has sought and received federal EDA assistance for the .. <br />construction of a city office and Public Safety Building. <br /> <br />The City has participated with adjacent municipal and county <br />government in planning for and urging the construction of a <br />Rum River crossing in the southeastern corner of the City to <br />provide access to the grade separation (underpass) on 7th Ay%hue <br />in Anoka, funded and constructed.in 1977 as a Federal Demonstration <br />Project. This bridge project is oflmajo'r importance.to the safety~ <br />and transpertation linkages .required to accommodate mobility for <br />City residents in relation to'the,~school~ trade areas, etc. <br /> <br />The Project which is the subject of.this report is the next <br />logical development in the continuing process.of providing appro- <br />priate facilities and services to the citizens of the City of Ramsey. <br /> <br />PROJECT DEVELOPMENT OUTLINE <br />A Citizens Committee has been'formed by the City Council to analyze <br />recreation and cultural facility needs for City residents in the <br />future and to develop recommendations for design and location of <br />needed facilities. The Committee's work program has included an <br />analysis of similar needs of the adjacent communities of Andover <br />and the city of Anoka, as well as a review of the facilities avail- <br />able in those communities at this time. Discussions have included <br />representatives of the school system to attempt to integrate needs <br />of students with other community needs. <br /> <br />It is'the conclusion of the Committee that, for preliminary discus- <br />sion purposes, a facility should be considered which would utilize <br />the physical asset of the Rum River as the base for development of <br />a facility which would include the following uses: <br /> <br /> 1) Nature Study Center <br /> 2) Community Social Hail and Theatre <br /> 3) Community Senior Citizen and Youth Meeting areas <br /> 4) An enclosed Hockey Rink <br /> 5) An enclosed Swimming Pool · <br /> <br />The Committee has concluded that the site for a facility containing <br />the uses indicated above should include sufficient acreage and <br />should be located in a manner which would provide for the following <br />site uses, external to the building: <br /> <br /> <br />
