It is intended for-use only as a basis <br />for developing a community consensus on the program functions to <br />be included in such a facility and to develop a basic outline for <br />use in discussing potential funding, citizen response and poten- <br />tials for joint use. <br /> <br /> BACKGROUND <br /> Since. its incorporation as a municipality in 1974, the City of <br /> Ramsey which contains approximately thirty square miles and lies <br />"- irmmediately northwest of the City of Anoka,. in the Minneapolis- <br /> S~c.-.-Paul metropolitan area, has been .moving systematically toward <br /> providing planned services for its rapidly growing population in <br /> extremely difficult financial circumstances. <br /> <br /> - The City had a population 'of approxima~.ely 5,000 people when it <br /> - -' . 'was incorporated; that population has grown to an estimated <br /> ; . - 8,570 as of April, 1978, and the rate of'growth is expected to' <br /> . - continue although at a slightly decreasing, rate. As a result of <br /> the rapid growth and aid formulas which do not pro%ide either <br />'~'-'~""-:' federal or State aids in proportion~to~:the rate-~of population ' <br /> .. increase, the citY of Ramsey has bee-n required to proceed through <br />'.. ~' growth phases and 'planning requirements on a minimal budget.. <br /> <br />The'City has developed a comprehensive plan which designs an <br />urban center as a logical extension for'governmental services in <br />the area contemplated for the Community Center Project. It has <br />been involved in development of Critical Rivers Planning for the <br /> <br /> <br />
