The following letters of objection were received. ~/
~u~e~n~°~a~~i~l(~t~je~e~i~lt~r~~o~u~ee~u~d
the high volume of general aviation activity that will be forced t~
higher altitudes now used.by air carrier and other high performanve
aircraft creating undesirable risks in the local terminal airspace.

The National Business Aircraft Association (NBAA) objected on t~following
basis:

i. The 205' reduction from the original proposal (Aeron ical
Study Number 71-GL-898-OE) would not eliminate the substantiam adverse
effect to VFR operations such as the extensive student traini/ng in the
area and the tower would represent an isolated'structure irt~n area
traversed by a large volume of VFR traffic. /

2. The increase to the Minimum Vectoring Altitude (~) in the
northwest quadrant from 2500' AMSL to 3000' AMSL would create serious
problems for IFR operations at the Minneapolis-St. Paul I~ernational
Airport. ti' ·

Two private pilots objected on the basis that the proposal would be
hazardous to VFR pilots approaching Twin Cities airportsi on the N/S
flyway while avoiding the ever-increasing number of VFR/aircraft that
must remain below the Minneapolis TCA. / .
The Aircraft Owners and Pilots Association (AOPA) obje/~ted~ o~ the basis
that the 205' reduction in h'eight would have a miniscule! effect on the
hazardous nature of this site, as identified in Aerom~utical Study
Number 71-GL-898-OE. Additionally, a Terminal ContrOl Area (TCA) has
been established subsequent to the original Determination of Hazard. At
the tower site, the floor of.the TCA is approximatel~ 3000' AGL and
would necessarily compress ~VFR traffic transiting t~e area into approxima
rely
1000' of airspace. Further, erection of the proposial would also pose an
unacceptable safety hazard to flight training oper~tions~'~ in this area.

collisions, i/
The Chief Pilot of St. Cloud Aviation Inc. objec, ted on the basis that
Minneapolis, Minnesota has the closest ATC facilities for student training
and they have a large volume of student training! taking place inithe
area of the proposed construction.

PAGE 3 OF 5 PAGES ·
