METROPOLITAN COUNCIL <br /> <br />FY 1981 LAWCON/LCMR CRITERIA <br /> <br />Following are the procedures and the process followed by the <br />Metropolitan Council's Metropolitan Parks and Open Space Commission <br />in reviewing and ranking local park grant applications last year (FY <br />1980). No major changes are proposed at this time for FY 1981, <br />although the Commission is considering lowering the maximum grant <br />amount in the Rural Area (Item ~3). Item ~9 has been clarified to <br />reflect what happened last year by adding the word "absolute" before <br />"priority." <br /> <br />1. That funds be allowed by planning area based on: <br /> <br />Fully Developed Areas <br /> <br />49% <br /> <br />Area of Planned Urbanization <br /> <br />34%' <br /> <br />Freestanding Growth Centers <br /> <br />11% <br /> <br />Rural Area <br /> <br />6% (max. $100,000) <br /> <br />e <br /> <br />That housing performance be applied as one-third weight in the <br />final staff rankings. <br /> <br />That there be a grant maximum of $200,000 in the Fully Developed <br />Area, $150,000 in the Areas of Planned Urbanization,- and $100,000 <br />in the Freestanding Growth Centers and Rural Areas. <br /> <br />e <br /> <br />That, recognizing the need for flexibility in administering the <br />grants, the State Planning Agency has the discretion of <br />approximately 10 percent in excess of the grant maximum and that <br />the State Planning Agency shall report annually to the Commission <br />as to the imRact of the grant maximum limitation and exceptions <br />needed. <br /> <br />That there be a limit of one grant per community in all areas but <br />the Fully Developed Area with the exception noted in Recommenda- <br />tion No. 10 below. <br /> <br />That in the event any Policy Planning Area has unused funds after <br />all quality projects (over 60%) are funded, the excess shall be <br />redistributed to the other Planning Areas in proportion to the <br />Policy Area Allocation Percentages (No. 1 above). <br /> <br />That the recreation criteria be applied and that a project must <br />receive 60 percent or more of the available points to be <br />considered for funding.* <br /> <br />That the recommended project review criteria on Table B serve as <br />the basis for the recreational criteria ranking. <br /> <br /> <br />
