ANOKA STATE I]OSPITAL REGARDING RESOLUTION FOR COUNCIL APPBOVAL

Motion by Councilman Cox and seconded by Councilman Reimann to adopt
Resolution No. 80-6, requesting that responsible officials take imme-
diate measures to improve the security and conditions at the Anoka State
Hospital. See Resolution file for Resolution.

Motion carried. Voting yes: Mayor Gamec, Councilmen Cox, Mickelson,
Reimann and Sorteberg. Voting no: None.

SODERHOLM & ASSOCIATES SITE PLAN/BUILDING DgSI~N REQUEST FOR APPRDVAL

Mr. Soderholm was present and stated that he finds hard time finding
justification for the request for additional right of way on his property
for Co~mty Road 56 when he has already given 25 feet of roadway for a public
road. He said he can only give away so much land.

Councilman Cox told Mr. Soderholm that his property would still be there
and this easement would be a working area that the County could use.

Mr. Soderholm said if a situation comes up where they do plan to upgrade
the road he is willing to discuss the easement at that time.

Councilman Cox explained that this municipality is very limited with funds.
That the City of Ramsey doesn't get its fair share of state aid as some of
the older more established communities and that Ramsey doesn't have enough
aid to take care of the needs such of this type for the community and there-
fore it is essential that these needs are taken' care of in this manner.

He said he is very happy to see developers come into the City but at the same
time since Pamsey cannot get fair share funding, the Council is trying to
find ways to help the budget out.

Mr. Soderholm indicated that he wants to be cooperative. He left a City
before because they did not look favorably on industry and he doesn't want
to give ]and away again since he already gave land previously for~ 143rd
Avenue.

Councilman Cox said the County will be upgrading County Road 56. If the City
pays for the cost of the property for the road that has to be condemned, etc.,
during this whole process, it will cost the muncipal budget more money, and the
City doesn't have the resources tO pay for it.

Mr. Soderholm stated that it is very important to him what the atmosphere is
and if they decide to come here he will be very much a part of the community.
He has an open mind to the needs of the City but this is not a part of it.

Councilman Cox asked that when they atempt to acquire the right Of way
with the property would he be willing to contribute.

Mr. Soderholm said he doesn't know, he already gave land.

C/Feb: 12, 1980
Page 6
