III, 4. Any Variance involving: a. A greater than 20% modification of a bluff setback normal high water mark setback standard. b. A variance in a height standard of greater than 10 feet. c. A variance in 'lot size for any property not platted or recorded prior to April 25, 1976. · d. A modification of the bluff development standard. PROCEDURES FOR REVIEW OF PLAN AND REGULATION AMENDMENTS AND DISCRETIONARY ACTIONS. A. Procedures for Reviewing Plan or Regulation Amendments. Local Units of government and regional and state agencies may amend their plans'and regulations that have been approved~by the EQB by resubmitting the plans and regulations with any recommended changes thereto to the EQB for consideration. Amendment shall become effective only upon the approval thereof by the EQB. Upon Receipt of'proposed amendments, the EQB shall forward the proposed amendments to the Metropolitan Council for review of the amendments c6nsistency with regional objectives and the Order of Designation. Within 45 days of receiving the amendments,.the Metropolitan Council shall submit its written evalua- tion to the EQB. The EQB shall review all proposed, amendments within 45 days of receiving the Metropolitan Council'Review. The EQB shall determine whether they'are consistent with the provisions of the Order Of Designation. When the EQB has completed its review, it shall either: -a. Approve the proposed amendment; or b. Return th~ amendment for modification with a written explanation of the need for modification. Procedures for Reviewing Discretionary Activities' Local units of government and regional and state agencies shall notify t'he EQB in writing of any proposed discretionary action listed in Section II at least 30 days before taking final-action to approve or deny the action.
