III, <br /> <br />4. Any Variance involving: <br /> <br />a. A greater than 20% modification of a bluff setback <br /> normal high water mark setback standard. <br /> <br />b. A variance in a height standard of greater than <br /> 10 feet. <br /> <br />c. A variance in 'lot size for any property not platted <br /> or recorded prior to April 25, 1976. <br /> <br />· d. A modification of the bluff development standard. <br /> <br />PROCEDURES FOR REVIEW OF PLAN AND REGULATION AMENDMENTS <br />AND DISCRETIONARY ACTIONS. <br /> <br />A. Procedures for Reviewing Plan or Regulation Amendments. <br /> <br />Local Units of government and regional and state agencies <br />may amend their plans'and regulations that have been <br />approved~by the EQB by resubmitting the plans and <br />regulations with any recommended changes thereto to <br />the EQB for consideration. Amendment shall become <br />effective only upon the approval thereof by the EQB. <br /> <br />Upon Receipt of'proposed amendments, the EQB shall <br />forward the proposed amendments to the Metropolitan <br />Council for review of the amendments c6nsistency with <br />regional objectives and the Order of Designation. <br />Within 45 days of receiving the amendments,.the <br />Metropolitan Council shall submit its written evalua- <br />tion to the EQB. <br /> <br />The EQB shall review all proposed, amendments within <br />45 days of receiving the Metropolitan Council'Review. <br />The EQB shall determine whether they'are consistent <br />with the provisions of the Order Of Designation. <br />When the EQB has completed its review, it shall either: <br /> <br />-a. Approve the proposed amendment; or <br /> <br />b. Return th~ amendment for modification with a <br /> written explanation of the need for modification. <br /> <br />Procedures for Reviewing Discretionary Activities' <br /> <br />Local units of government and regional and state <br />agencies shall notify t'he EQB in writing of any <br />proposed discretionary action listed in Section II <br />at least 30 days before taking final-action to approve <br />or deny the action. <br /> <br /> <br />
