CITY OFRAMSEY CITY COUNCIL FINDINGS OF FACT - re Gary Sigafoo STREET~IN~ROVEMENT ASSESSMENT 1) The City Council May 29, 1979, ordered a public hearing because of interest shown for street improvements in an adjoining area. 2) A notice of public hearing was placed in the cities official paper and individual notices were mailed to all affected residents. 3) The public hearing was held June 12, 1979, input was received from numerous residents. However, Mr. Sigafoo's name did not appear in the minutes as having had any input. 4) On June 12, 1979, the City Council adopted~resolution number 79-48 ordering the improvement. 5) On July 23, 1979, the City Council adopted resolution number 79-51 accepting the bid of N.D.H., Inc. for the proposed construction. 6) On September 10, 1979, the City Council adopted resolution 79-74 ordering a public hearing be held October 9, 1979 for the purpose of determining costs and the proposed assessments. 7) On October 9, 1979, the City Council held the public hearing and adopted resolution 79-81 establishing assessment costs. 8) The assessment policy for all projects was to divide total buildable parcels of land into the total cost to determine a unit assessment. 9) In unplatted areas where parcels exceeded the City lot size require- ment, additional units were added accordingly to share in the project costs. 10) In this area there were several homeowners that were assessed more than one unit. 11) Using the Cities criteria for determining a parcels suitability for building, there were several parcels that were not assessed. 12) The City of Ramsey's criteria for determining a parcels build- ability are: a) Adequate areas for the placement of and proper construction of an. on-site septic system. b) Positive parcel drainage to eliminate flooding potentials under all conditions.
