- 2 - <br /> <br />Anoka indicated the city would support modifications in the'design <br />of the Anoka interceptor if the local level of service remains <br />essentially the same as provided by the current design. The main <br />concern is the location of the lift station in the lower segment <br />of the interceptor. Anoka prefers a location near the intersection <br />of Park Street and Cressy Avenue. This will be discussed at a <br />meeting between Anoka and the'MWCC in the immediate future. The <br />current schedule for the Anoka interceptor is to obtain local <br />agreement on a revised design and modify the plans and specifica- <br />tions during 1980, and to then construct the facility with <br />anticipated completion in early 1982. <br /> <br />201 Northwest Area Study Pre,err. ed Al~ternative <br /> <br />Construction of the CAB interceptor to phase out .the Anoka treatment <br />plant is the preferred alternative of the MWCC 201 Northwest Area <br />Study and the affected communities. ConstruCtion of the CAB <br />interceptor to serve southern Champlin and northern Brooklyn Park <br />by the mid-i980's is also needed to support urbanization consistent <br />with the Metropolitan Council's Development Framework. <br /> <br />A determination of the grant eligibility of the CAB interceptor <br />cannot be made until Brooklyn Park and Champlin complete local 201 <br />alternative studies to identify cost-effective solutions to <br />identified local pollution problems. These local studies are not <br />anticipated to be completed until summer 1981. To facilitate the <br />implementation of the CAB interceptor, the MWCC and Metropolitan <br />Council staffs proposed the following strategy which was generally <br />endorsed by the CAB Committee. J <br /> <br />Plans and specifications for the full CAB interceptor would be <br />prepared (using metropolitan funds-) concurrently with the Brooklyn <br />Park and Champlin local 201 altenrative studies and coordihated. <br />with the design of the Brooklyn Park and Champlin local collection <br />systems. At the completion of the local 201 studies and the plans <br />and specifications in late summer of 1981, a grant eligibility <br />determination could be obtained from PCAo If the interceptor is <br />grant eligible, it would be constructed and the Anoka plant phased <br />out by 1984. If the interceptor is not grant eligible, it would <br />be constructed with metropolitan funds to serve northern Brooklyn <br />Park and southern Champlin by 1984, and grants to design and <br />construct an expanded Anoka plant or the phase-out of the plant <br />would be requested from PCA. The expanded plant would then serve <br />approximately to the year 2000 when the CAB interceptor would be <br />extended to phase it out. It was felt this strategy offers <br />flexibility in terms of trying to secure grant participation, <br />while maintaining reasonable progress towards providing needed <br />metropolitan sewer service. <br /> <br />Metropolitan Council staff will prepare a proposed amendment to <br />the 208 Water Quality Plan, directing the MWCC to prepare plans <br />and specifications for the CAB interceptor by summer 1981, and <br />as a basis for authorizing MWCC requests for metropolitan funding <br />for the plans and specifications. This proposed amendment will be <br />presented for Metropolitan Council action following its review <br />with the CAB Committee at the meeting on April 7 in Champlin. <br /> <br />LS: im <br /> <br /> <br />
