METROPOLITAN COUNCIL
300 Metro Square Building, Saint Paul, Minnesota 55101

RAN DUM

TO:

FROM:

SUBJECT:

Physical Development Committee

Environmental Planning Division (John Harrington)
Local Planning Assistance Program (Lee Start)

City of Anoka Request for Extension of the Anoka Interceptor
Metropolitan Council Referral File No.
Metropolitan Council District 12

Introdt~ct ion

The Anoka interceptor as described in the technically-approved plans
and specifications prepared by the ~qCC is sho~ by the solid black
line on the following map. The City of Anoka requests an amendment
to the 208 Areawide Plan/Development Guide on Water Oualit¥ Managq-

ment to extend the Anoka interceptor from Trunk Highway ~7 to the
Rial-River (see circled area on the following map) at the same time
as currently authorized portions of the Anoka interceptor are built.

O~_th~or 5:~ty to RevS_ew

Procedure:r~]- of the _908 Water Quality Plan indicates local govern-
mental units may petition the Metropolitan Council at any time to
consider the adoption of a resolution authorizing consideration of
an amendment to the Water Quality Plan. This r~port responds to
Anoka's request to initiate consideration of a Water Quality Plan
amendment for t~e extension of the Anoka interceotor from High~,~ay 47
to t]~e Rum River.

ConsSderations

Anoka has indicated it will be oroviding local utility extensions
and street improvements in the same location as the proposed routing
of the Anoka interceptor from Highway 47 to the Rum River. The city
strongly feels it would be logical to coordinate the installation of
the Rum River extension and-local utility construction to avoid
hig]~er future interceptor construction costs and to avoid the need
to d~sru?t local streets and utilities if the interceptor extension
is built in the future r~ther than now. The construction of ~he Rum
River extension would also save Anoka the approximate $2!,000 cost
of providing a lift station to serve a small portion of the Dunham
Oaks subdivision. The extension to the Rum River is not necessary
to serve the Brom and Dunham Oaks subdivisions since service to
these developments is provided by the Anoka interceptor at Highway 47.
The reouested Rum River extension was estimated to cost $602,970 in
i978, which would likely have to come entirely from metropo!iuan
fun d s.
