- 2 - <br /> <br />The purpose of the amendment will be to enable the MWCC to <br />assure the complet±on of the CAB interceptor necessary to provide <br />metropolitan-sewer service to Brooklyn Park and Champlin on or <br />before 1984. The proposed amendment would essentially direct the <br />MWCC to do the following: <br /> <br />1. Update the Development Program and amend the Capital Budget <br /> to provide for the completion of plans and specifications by <br /> August 31, 1981, using full metropolitan funding if necessary. <br /> This could enable PCA to consider Step III funding for the CAB <br /> for fiscal year 1982. <br /> <br />2. If Step III funding is not provided by MPCA in late 1982, <br /> the MWCC should then promptly request the Metropolitan Council <br /> to approve construction of the lower portions of the CAB using <br /> full metropolitan funding. The Co~mission would then seek a <br /> cost-effective determination from PCA for funding an expansion <br /> of the Anoka plant, or the construction of the river crossing <br /> and connection to the lower segment of the CAB required to <br /> phase out the plant. <br /> <br />The CAB interceptor would be designed as a gravity line with <br />capacity to serve the future needs of the Elm Creek Watershed <br />consistent with the 201 Northwest Area Study. We are also requesting <br />the MWCC to instruct their systemwide consultant to prepare <br />household costs reflecting various grant eligibility assumptions <br />for the CAB interceptor and phasing components. ~{e have requested <br />that these cost estimates reflect the potential effects ef merging <br />Service Areas Two and Three and of merging Service. Areas Two and <br />Three with Service Area One. <br /> <br />Metropolitan Council staff is currently preparing the proposed <br />policy plan amendment. When a draft is completed, it will be <br />reviewed with the CAB Committee, along with appropriate input from <br />the committee and the affected communities when the amendment is <br />considered by the Physical Development Committee. <br /> <br />Since Anoka's previous request for an extension of the Anoka <br />intercepter from Highway 47 to the Rum River also requires a <br />policy plan amendment, it would be appropriate to consider this <br />proposed policy plan amendment'cencurrently~with th~ proposed <br />amendment for the CAB interceptor. At the CAB Committee meeting <br />of October 31, 1979, the attached draft staff report on Aneka's <br />request was presented. This is the position Council staff will <br />present to the Physical Development Committee when Anoka's <br />interceptor extension request is considered. <br /> <br />LS:im <br /> <br /> <br />
