- 3 - <br /> <br />~ss!]es <br /> <br />In eva]uauing Anoka's request, two relevant issues should be <br />recosnized: <br /> <br />IssNe - <br />]_ ' T]{e timing of Andover's 'need for service through the requested <br /> Rtnn River extension, when the extension is connected to the <br /> e>:Jsting Anoka Northeast interceptor. <br /> <br />The Andov~-_r Com?rehemsive Sewer Plan anticipa.tes service to <br />x,~slern Andover through the Anoka interceptor. The timing of <br />th~s service need has definite implications for Anoka's extension <br />'reqx~est. The attached letter from Chairman ¥,~eaver and Andover's <br />rest~onse to it indicate Andover does not anticipate the need for <br />service through extensions of the Anoka.interceptor until the <br />]955-1990 time period. <br /> <br />The MW(iC 201 Northwest Area Study is currently evaluating <br />metropolitan sewer service alternatives for western Andover. <br />In ~dd~tion to extending the Anoka interceptor to the Anoka <br />Northeast interce~otor, the Commission is also evaluating the <br />a]t~,rnative of serving western .~ndover through the Coon Rapids <br />,fnterc(q}tor. Until the Northwest Area Study is complete, the <br />question of the most cost-effective method of providing metro- <br />po]~ tan sewer service to western Andover cannot be answered, and <br />the need for the Rum River extension to serve western Andover <br />ca~N~ot be determined. <br /> <br />'2[' ]~ the proposed corridor for the extension to the Rum River <br /> ~s prcamp:ed by the construction of local streets and utS!ities <br /> by Amoka, are there alternative locations to build the exEension <br /> at some point in the future if it is needed zo serve west. em <br /> Andover? <br /> <br />Given Andover's need for metropolitan sewer service to the <br />wester:n :~ortion of the city is 5-10 years away, an analysis <br />was made ~o determine if t~,ere are feasible alternative locations <br />for co~.st-r~cEing the Rum River extension at a later time. <br /> <br />The. at;:ached letter_ from .x~4CC s~azz=~ indicates :aere'i _ is, based on <br />H'WCC staff field investigation~, a viable alternative corridor <br />for uhe Rum River extension just south of the currently prooosed <br />a!~g~,ment, and that the long-term avaiiabi~itv of this a!Eernative <br />corridc,r precludes the immediate need for constructing the Rum <br />River c..>:~ension. <br /> <br />Conc]msions <br /> <br />1. T]~.e P, um River extension is not necessary to provide service to <br /> %l-~c i~_~-c>m and Dunham Oaks subdivisions because these areas can <br /> be se};ved by a local collection system connecting to ,~he Ar;oka <br /> inierceptor at Highway 47. <br /> <br /> <br />
