Motion by Commissioner VanScoy, seconded by Commissioner Brauer, to recommend that City <br /> Council submit the Concept Development as a Planned Unit Development to the DNR for <br /> Official Comment. <br /> Motion Carried. Voting Yes: Vice Chairperson Bauer, Commissioners VanScoy, Brauer, <br /> Andrusko, and Nosan. Voting No: None. Absent: Commissioner Levine. <br /> 5.05: Receive Existing Market Studies for The COR <br /> Presentation <br /> Community Development Director Gladhill presented the Staff Report stating as part of the <br /> Planning Commission's ongoing discussion about the status of the Development Plan for The <br /> COR, additional market study was suggested at the July 12 Joint Work Session with the City <br /> Council. Before the City considers additional, formal market research in the form of a Market <br /> Study, Staff suggests the following steps be completed. <br /> 1. Completion of the planned Market Roundtable and Panelist Discussion <br /> 2. Review of existing market studies previously completed <br /> Staff requested feedback from the Planning Commission on this item. <br /> Commission Business <br /> Vice Chairperson Bauer wanted to see the retail established within The COR become a <br /> destination point. <br /> Commissioner Andrusko agreed. <br /> Commissioner Brauer discussed how the retail market was changing due to the growing impact <br /> the internet was having on retailers. He anticipated that internet sales would continue to increase <br /> while brick and mortar retail shops would decrease in size. He believed that high speed internet <br /> access would be important to these new businesses. <br /> Commissioner VanScoy believed it would benefit the Planning Commission to have updated <br /> market data information. <br /> Community Development Director Gladhill reviewed the data staff had collected to date. He <br /> explained that staffing restraints would not allow for staff to gather updated market data <br /> information, but rather this task would have to be hired out to a consultant. <br /> Further discussion ensued regarding the data the Planning Commission was interested in <br /> gathering. <br /> Planning Commission/September 1, 2016 <br /> Page 8 of 10 <br />
