5.06: Receive Update on COR Development Plan Analysis
Presentation
Community Development Director Gladhill presented the Staff Report stating the Planning
Commission and City Council reviewed the results of a survey of policy makers at the July 12,
2016 Joint Work Session. Although some trends were discovered, a number of market questions
remained. The outcome of this meeting was to hold a market roundtable/panelist discussion. At
the August Planning Commission, the Commission confirmed direction on the approach as a
market roundtable workshop. Staff would like to review additional logistical details with the
Commission, as well as discuss the format of an expert panel moderated by the City as a lead in
to the desired discussion/format. Staff requested feedback from the Planning Commission.
Commission Business
Commissioner Andrusko believed the panel was well thought out and suggested WSB and the
City's Planning Consultant also sit in on the first panel.
Commissioner Nosan asked who would be the audience for the panel.
Community Development Director Gladhill reported the City Council and their advisory boards
would be the audience.
Commissioner VanScoy appreciated the direction this was headed. He believed that the shared
parking vision should be further evaluated.
Community Development Director Gladhill provided further comment on the City's vision for
shared parking within The COR.
Commissioner VanScoy objected to the direction of the City.
Vice Chairperson Bauer and Commissioner Brauer agreed stating they both opposed the direction
as well.
Commissioner Brauer recommended CURA be a part of the panel given the fact they would be a
neutral party.
Community Development Director Gladhill explained he could speak with individuals from
CURA regarding this matter.
Commissioner Andrusko suggested the Morris Center for Small Towns and the Small Towns
Institute also be contacted.
Commissioner Brauer believed these were both great institutions as well and would benefit the
City by being involved.
Planning Commission/September 1, 2016
