Policy Framework for Rental Licensing <br /> Program <br /> Policy Statement <br /> The City of Ramsey desires to maintain quality neighborhoods and provide a range of housing types and <br /> options. Opportunities for rental are an important part of the City's housing strategy.The City desires to <br /> maintain the quality of the existing housing stock and prevent future property maintenance issues that <br /> have an impact on the broader neighborhood.The rental of residential properties requires a partnership <br /> between Landlord, City, and Tenant. In addition,the City acknowledges the value of professional <br /> management in close proximity to the rental property to the desired goals. In order to prevent future <br /> issues with the City's housing stock,the City desires to take the following steps that balance the need for <br /> improved communication with landlords, prevention of the housing stock from deterioration, as well as <br /> avoidance of policies and procedures that are burdensome to landlords,tenants, and the City. <br /> Program Goals <br /> • Quality Housing Stock <br /> • Safe dwellings <br /> • Improved relationships with Landlords <br /> • Improved advocacy for Tenants <br /> Program Policies <br /> Detached Single Family Homes <br /> • License Application Required <br /> • No inspection required, except upon complaint (Note: City will need sufficient evidence to <br /> request interior inspection) <br /> • Fee=$25 <br /> Attached Single Family Homes (townhomes, duplexes, etc.) <br /> • License Application Required <br /> • No inspection required, except upon complaint (Note: City will need sufficient evidence to <br /> request interior inspection) <br /> • Fee=$25 <br /> Multi-Family Buildings <br /> • License Application Required <br /> • Common Area Inspection required once every three (3) years <br /> • 25% of units inspected once every three (3)years <br /> 0 Flat Fee=$400 (currently$75/unit) <br />
