The building expansion is, at least in part, <br /> needed because they are closing their facility in Coon Rapids and moving those operations and <br /> employees to their Ramsey location. The proposed building expansion is 98,092 square feet in <br /> size, which is just slightly larger than the existing building (91,983 square feet) and therefore <br /> exceeds the threshold to complete the Site Plan review administratively. Staff recommended <br /> approval of the Site Plan contingent upon compliance with the Staff Review Letter dated August <br /> 26, 2016 and the Applicant executing a Development Agreement with the City. <br /> Commission Business <br /> Commissioner VanScoy requested further information on the landscaping plan. <br /> Community Development Director Gladhill discussed the landscaping requirements for the <br /> property noting this would be reviewed by the Environmental Board. He stated staff was not <br /> concerned with coming up with an alternative landscaping plan for the site. <br /> Motion by Commissioner Andrusko, seconded by Commissioner Nosan, to recommend that City <br /> Council approve the Site Plan contingent upon compliance with the Staff Review Letter dated <br /> August 26, 2016 and the Applicant entering into a Development Agreement with the City. <br /> Motion Carried. Absent: Commissioner Levine. <br /> 5.03: Platinum Properties Concept Development Proposal <br /> Presentation <br /> Community Development Director Gladhill presented the staff report stating this site is zoned E- <br /> 2 Employment District; which generally allows for "business park" type users. This site is located <br /> in one of the City of Ramsey's established business parks, with access to 143rd Ave and Jaspar <br /> Street. The City of Ramsey purchased the "Bury & Carlson" site in 2008 for $1.75M, or $1.90 <br /> psf. The City purchased the roughly 20 acre Bury & Carlson site for the purpose of locating a <br /> new City Public Works Campus. In late 2015, the City completed a Space Needs Analysis for a <br /> new Public Works Campus. As a result of that exercise, it was identified, a 9.3-acre portion of <br /> land was unneeded for the Public Works Campus, on the north side of the former Bury & <br /> Carlson site. Per informal Council direction, staff was asked to market this parcel for economic <br /> development purposes. The City purchased this site with the following funding sources: <br /> 1.
