Community Development Director Gladhill explained the lots were very shallow, which meant there was not room for sidewalks. Staff supported the development not having sidewalks. Bill Gleason, 8100 36th Avenue in New Hope, discussed the subject property and his plans for the site. He thanked staff for their assistance with this project. It was his understanding this property was never planned to have sidewalks on both sides of the street. He discussed his plans for a privacy buffer along the trail and believed the proposed homes would meet a growing need for one level living in the community. Chairperson Levine questioned what direction staff was seeking from the Planning Commission. Community Development Director Gladhill explained staff was requesting the Commission discuss the plans and direct the applicant to proceed moving forward with the Preliminary Plat design based on the concept plan. Commissioner Andrusko offered his support of the general concept plan and was pleased the applicant was considering screening along the trail. Commissioner VanScoy agreed and understood this was a challenging property. He appreciated the creative concept plan the applicant had generated. Commissioner Nosan believed the proposed product would be a great addition to the community. The consensus of the Planning Commission was to direct the applicant to proceed forward with Preliminary Plat design, with/without sidewalks on the internal public roads (Willemite Street, 147th Terrace, and Xenolith Street). 5.06: Consider Master Parks Plan for The COR Presentation Parks & Assistant Public Works Superintendent Riverblood presented the Staff Report stating the purpose of this case is to consider recent refinements to the concept plans for three distinct elements of the Public Realm in The COR; known as Municipal Plaza, the proposed greenway, and the water-centric park often referred to as 'Lake Ramsey'. Additionally, this review will engage the Commission in the rationale to the enhancements to the concept plans, and explore how the adjoining land-uses benefit from a cogently designed and interconnected park, trail and stormwater system. Staff outlined the planning processes and options for Municipal Plaza and the greenwayconcluding with a more detailed examination of the water-centric park with an emphasis on how features of this park will benefit the goals of the community in the near term and for the future. Staff reviewed the preliminary park plans, requested feedback from the Commission and recommended approval of the Parks Plan. Planning Commission/October 6,2016 Page 11 of 13
