AND TITLE <br />Intent. It is the intent of this ordinance to control the bluffland and riverland <br />development in order to protect and preserve the outstanding scenic, recreational, <br />natural, h~storical, and scientific values of the Rum River in Oak Grove Township, <br />Anoka County, Minnesota, in a manner consistent with Minnesota Statutes, Sections ~ <br />104.31-104.40, Minnesota Regulations NR 78-81, and the Management Plan for the Rum <br />River (NR 2700}. <br /> <br />Purpose. This ordinance is adopted to achieve the policy of Section 1.01 and to: <br /> <br />A. Des'ignate land use districts along the bluffland and shoreline of the Rum <br /> <br /> River as required bY NR 2700. <br /> <br />B. Regulate the area of a lot, and the length of bluffland and water frontage <br /> suitable for building sites. <br /> <br /> Regulate the setback of structures and sanitary waste treatment facilities <br /> from blufflines and shorelines to protect the existing and/or natural scenic <br /> values, vegetation, soils, water quality, floo~plaln a~:eas, and bedrock from <br /> disruption by man-ma~e~structures or facilities. <br /> <br /> Regulate alterations of the natural vegetation and topography. <br /> <br /> Maintain property values and~revent poorly planned development. <br /> <br /> Conserve and protect the natural scenic values ~nd resources of ~he Rum River <br /> And to maintain a high standard of environmental quality. <br /> To comply with Minnesota Regulations NR 78-81 and NR 2700. <br /> <br /> This ordinance shall be known, cited, and.referred to as the Anoka County <br /> <br />De <br /> <br />Title. <br /> <br />Scenic River Ordinance. <br /> <br />GENERALPROVISIONS <br /> <br />Admin~stratlve Policy and'Procedures. <br /> <br />Ail of the provisions of the Anoka County Adm~ <br /> <br />istrative Procedures Ordinance relating to: definitions; license and permit pro- <br />visions; duties of the Department; license application and processing; suspensions <br />and revocations; separability; provisions ~umulative; and no consent; shall epply <br />as if fully setforth herein. <br /> <br />Administration. This ordinance shall be administered by the Anoka County Compre- <br />hensive Health Department. The term "Department" and/or "Zoning Administrator" <br />where used in this ordinance and the "Anoka County Administrative Procedures <br />Ordinance", sh~ll mean the Anoka County Comprehensive Health Department. <br />Compliance. Within the Rum River land use district, the use of any l~nd; the size <br />and'shape of lots; the use and location of structures on lots; the installation <br />and maintenance of water supply and waste dlSl~Osal facilities; the filling, grading, <br />lageoning, or dredging of any river area; the cutting of vegetation or alterat~om .' <br />of the natural topography within the district; and the s~bdivislon of land shall <br />be in full compliance with th~ terms of this ordinance and other applicable reg~- <br />latlons. <br /> <br />Permits. Permits from the Department are required by this ordinance and'other <br />applicable ordinance, for the construction of buildings, public or private sewage <br />treatment systems, the gra~ing and filling of the natural topography an~ erection <br />of signs within the Rum River land use district. <br /> <br />- 1 - <br /> <br /> <br />
