ALBERT H. QUIE
GOVERNOR

STATE OF MINNESOTA

OFI~'ICIi OF Till{ ~OYEIINOR

ST. I'AUL o',511515

April 14, 1980

Honorable Thomas Gamec
Mayor, City of Ramsey
15153 Nowthen Boulevard Northwest
Anoka, Minnesota 55303

Dear Mayor and Council Members:

Thank you for your letter regarding the University of Minnesota
funding of the Minnesota Daily and the employment practices
of the University.

I share your distaste with some of the practices of the Minnesota
Daily, particularly the "finals week edition" of 1979. The
attacks on organized religion in that issue exceeded the bounds
of satire.

There is no State tax money currently supporting the Daily's
operations. More than 80% of the newspgper's revenue is derived
from advertizers. The remainder of the Daily's revenue comes
from the $1.80 per quarter service fee paid by all full-time
University students. This $1,80 is part of a larger $63.35
student service fee assessed each student each quarter. The
total amount of the fee as well as the amount received by each
student supported organization or service is determined by the
student service fees committee and submitted to the Board of
Regents for' approval. The committee can be contacted at 240
Coffman Memorial Union, Minneapolis, Minneaots 55455 and the
Board of Regents may be contacted at Morrill Hall, University
of Minnesota, Minneapolis, Minnesota 55455. The University
does provide the Daily with free office space, but in exchange
the newspaper publishes official universitF information and
announcements at no charge. This arrangement ddes noti~involve
any transfer of funds from the UniversitY to the Daily.

I believe there is merit in your suggestion that the student
contribution, now mandatory through the student services fee,
could become voluntary. I think this might cause the Dail~
to be more responsible in its reporting. A'newspaper ar--~i-cle ~
last week reported that President Magrath has now recommended
to the Regents that students be allowed a refund of the allotment
to the Daily upon request.

AN EQUAL OPPORTUNITY EMPLOYER
